
At Haskoning, we are looking for a Bid Manager to join our Global Tenderdesk and help shape how we pursue some of the most complex and high-value infrastructure projects across the world. Based in the Netherlands and working internationally, you will be at the heart of our commercial engine.
What you will do as Bid Manager
As Bid Manager, you lead and coordinate high-quality tender submissions across our international infrastructure portfolio. You work closely with technical teams, business developers, and the global tenderdesk community to drive submission excellence, enable regional capacity, and support the pursuit of major opportunities. In this role you will:
- Lead end-to-end proposal and EoI development: structuring, compliance, formatting, document control, and submission readiness across international procurement routes (WB, EBRD, EU, AfDB, ADB etc).
- Drive bid coordination across internal teams, managing review cycles, tracking requirements, maintaining compliance matrices, and ensuring consistent, on-time outputs.
- Enable colleagues across the business on tenderdesk ways of working, tools, templates, and submission standards; and accelerate consistency.
- Support prioritisation toward major pursuits and flag opportunities early; lead structured readiness activities including planning, approval process oversight, and governance.
- Coordinate lead screening and regional growth intelligence; partner with Business Development and Marketing to keep the pipeline, credentials, and capability statements current and aligned.

As our new Bid Manager, you will become part of the team Global Tenderdesk & Major Pursuits, Water & Maritime Business Line in the Netherlands. Our Global Tenderdesk is a growing team of ~20 bid professionals embedded across regions, supporting a portfolio of major international infrastructure pursuits. We combine deep technical expertise with structured bid management practices.
What you bring
You bring a collaborative, structured approach to complex bid environments, comfortable working across cultures, timelines, and levels of seniority. You are self-directed, quality-focused, and energised by the challenge of making the submission process work better for everyone involved.
- 7+ years of experience in bid management, proposal coordination, or technical tendering, ideally in international infrastructure, engineering, or consultancy tenders
- Solid working knowledge of international procurement frameworks such as World Bank, EBRD, AfDB, or other donor/procurement routes.
- Strong organisational and coordination skills, able to manage multiple concurrent bids, deadlines, and stakeholders without losing quality.
- Excellent written English with the ability to structure, edit, and improve technical content for non-technical audiences; Dutch and/or French would be an advantage.
- Based in the Delft; flexible to travel within other Haskoning offices in the Netherlands, and comfortable working across time zones and international teams in a hybrid environment.
- Advanced MS Office (Word, Excel, PowerPoint), working knowledge of bid or project management tools, CRM platforms, and experience with AI-assisted workflows.
