ProRail is transforming the rail sector – and we're making it possible. ProRail aims to structurally embed digitalisation in the rail sector. To achieve this ambition, Haskoning is collaborating with the rail infrastructure manager on the adoption of Building Information Modelling (BIM) by organisations across the entire supply chain. Change driven by people is the key to success. From consultancy reports to international bootcamps: Haskoning is a driving force behind an industry-wide movement towards smarter, more sustainable and more efficient construction.

Whilst engineering firms and contractors have been designing 3D models for years, ProRail persisted with flat PDFs. This resulted in inefficiencies and the loss of vital information. To change this, ProRail engaged Haskoning for strategic advice. Together, we are now working towards widespread adoption of BIM, with attention to both technology and people-centred change.

A shared digital starting point 

In 2024, Haskoning produced a strategic advisory report for ProRail on the opportunities of implementing BIM. The report highlights not only why BIM is essential for the future of the railway but, above all, how to successfully implement it: step by step and in collaboration with the entire industry.

ProRail has adopted this advice and started a BIM Programme as part of its Digitalisation Vision: Better Information Management – Digital Design, Construction and Operations. Learning by doing is central to this programme. Using examples from both home and abroad, along with a pragmatic approach, ProRail is working towards a new standard. The goal is clear: by 2028, at least 20% of all projects must operate at BIM Level 2.

The heart of the solution is the Common Data Environment (CDE): a central digital environment where all project data come together. As a result everyone works with the same up-to-date information, which is faster, prevents errors and improves collaboration. The BIM Execution Plan records all agreements on data use, versions and access. The CDE is therefore the digital backbone of every BIM project. 

Learning by doing from theory to practice 

The implementation of BIM starts with awareness and hands-on experience. Haskoning supports ProRail in setting up pilot projects working to BIM Level 2, such as Rotterdam Stadionpark station. There, a shared 3D model forms the basis of the design process. All parties involved work from the same model, leading to better coordinated designs, reduced failure costs and more control over the process.

Serious gaming and training 

A good design begins with good collaboration. That’s why Haskoning developed the BIM Game: an interactive serious game where project teams learn about roles, processes, data flows and standards in a playful way. The game is part of the ISO 19650 training and helps teams within ProRail not only to understand BIM, but also to apply it immediately. The result is transformative: a shared conceptual framework, quicker decision-making and better insight into each other’s expertise.

International learning and connecting 

Six years ago, Haskoning initiated the first BIM for Rail Bootcamp: an intensive programme where rail managers, contractors, software suppliers and engineering firms from across Europe learn, practise and innovate together. What started as an initiative has now grown into an international community that actively shares knowledge and collaborates for a digital future in the rail sector. The multi-day bootcamps feature dozens of workshops, case studies and training sessions. The programme board, comprising representatives from ProRail, Denmark’s Banedanmark and Birmingham University, ensures the international scope and ongoing development of the programme.

Understanding the bigger picture and the workflow of asset lifecycle management has always been a challenge - but the BIM for Rail Bootcamp shed light on it. It not only provided insight into the current challenges facing the sector and how BIM can help address them, but also gave a deep understanding of the extensive ecosystem surrounding rail and asset lifecycle management - from design to implementation and long-term management.

From BIM to Digital Twin 

BIM doesn’t end with the design. By linking real-time monitoring data of assets, such as doors, escalators or switches, to the model, a digital twin is created: a digital copy of the physical railway, continuously fed with current information.
