Haskoning helps secure landmark offshore wind consent in England

20-05-2026
Haskoning has supported the delivery of a major milestone in the UK’s renewable energy transition with the approval of the Dogger Bank South (DBS) Wind Farms Development Consent Order (DCO), expected to power more than 3 million homes annually. On 14th May development consent was awarded to DBS marking significant progress for the offshore wind sector and advancing the UK’s clean energy ambitions.

We are delighted to be awarded the DCO consent for the DBS projects and thank everyone who has contributed to this significant milestone. Work continues to prepare these nationally significant infrastructure projects towards a financial investment decision (FID) and construction.

Securing consent for DBS

Haskoning has been supporting DBS since 2021 providing expertise in Environmental Impact Assessment, Habitats Regulations Assessment, consenting strategy, examination support and technical advisory services. Navigating complex regulatory processes and delivering solutions that uphold the highest standards of environmental stewardship are among Haskoning’s main responsibilities.

Being developed by RWE and Masdar and located over 100km off the northeast coast of England, DBS will be among the largest offshore wind projects in the UK.

Helen Craven, Associate Director Environment, Resilience and Renewables at Haskoning said: “Strong working relationships have been central to securing consent for this nationally significant project. This consent award is a major milestone, and we are proud to have supported DBS over many years.”

Continued success strengthens Haskoning’s position

Obtaining this consent represents a milestone in reducing the UK’s reliance on imported energy, contributing to improved energy security, and aiding the delivery of the UK’s net-zero ambitions. The project will provide a significant economic boost, supporting thousands of UK-wide and regional jobs during development, construction and operation.

This achievement builds on Haskoning’s decades-long legacy in offshore wind and extensive portfolio of over 20GWs of consented offshore wind projects across the UK.

Helen added: “Behind this success sits an enormous amount of technical and regulatory expertise, work that is rarely in the spotlight but is absolutely critical to delivering projects of this scale.

“Receiving this DCO award is a standout achievement and represents real progress in bringing more renewable energy online for the UK. Recent geopolitical events have underlined the importance of reducing exposure to fossil fuel price volatility while accelerating decarbonisation, and we are proud to have played a meaningful role in this success for our client.

“We look forward to seeing this project progressing and ultimately providing secure, renewable energy for the UK.”

Haskoning’s strong track record, delivering complex and large-scale renewable energy projects, spans the full project lifecycle, from early-stage feasibility, planning and consenting through to design, procurement, construction support and operational advisory services. Through the provision of multidisciplinary expertise, Haskoning has  supported commercial-scale offshore wind projects beyond consent award, and into their construction and delivery phases.
