What will you do

Haskoning is looking for an experienced Bid Delivery Lead to support our Middle East growth ambitions by ensuring the effective delivery of multiple concurrent bids across our engineering consultancy services. The role is anchored within the Middle East business and reports into the Business Development Manager, sitting at the centre of the bid process to coordinate contributions across disciplines and supporting offices, guide tender support activities, and ensure governance requirements and internal approvals are completed on time and in line with agreed Global Tender Desk Way of Working.

Key responsibilities

  • Provide end-to-end coordination and oversight of multiple bids running in parallel, maintaining clear delivery plans, priorities, and milestones to ensure submissions are completed to a consistently high standard and issued to clients on time.
  • Establish and maintain an effective bid cadence across multiple workstreams by coordinating tender support resources, technical inputs, and review cycles, and by proactively addressing dependencies and constraints as they arise.
  • Ensure all submissions meet client requirements by overseeing the compliance approach, confirming that mandatory forms and instructions are satisfied, and maintaining robust document control, version management, and submission readiness checks.
  • Drive internal governance and approvals by ensuring required stage gates are completed (including bid/no-bid, risk/commercial reviews, and delegated authority approvals), and by maintaining clear visibility and auditability of decisions, assumptions, and exceptions.
  • Facilitate cross-discipline alignment by coordinating technical contributors across themes and geographies, ensuring inputs are complete, consistent, and integrated into a coherent and client-focused proposal.
  • Support the development of compelling proposals by working with tenderdesk and technical leads to embed win themes and differentiators, and by contributing directly to drafting, editing, or restructuring key narrative sections where this adds value or mitigates delivery risk.
  • Maintain accurate portfolio reporting and stakeholder communication by providing timely status updates, highlighting delivery risks early, and recommending practical mitigation measures, including sequencing adjustments, resourcing options, or escalation where appropriate.
  • Coordinate post-submission activities by managing clarifications and addenda responses efficiently and professionally, and by supporting structured handover to delivery teams to capture key commitments, assumptions, and client expectations.

Criteria for the role

Essential

  • More than eight years of relevant experience in bid delivery, proposal management, or pursuits coordination within an engineering consultancy environment, with a consistent focus on quality, compliance, and deadlines.
  • Proven ability to run several bids at the same time, maintaining control of priorities, timelines, risks, and dependencies.
  • Strong experience coordinating inputs across disciplines and offices and maintaining momentum with senior technical stakeholders in a collaborative way.
  • Demonstrated capability working within structured governance and approval processes, with a track record of securing internal approvals on time and maintaining clear records of decisions, assumptions, and sign-offs.
  • Excellent written and spoken English, with the ability to draft, shape, and strengthen proposal narrative when needed, particularly for key sections such as executive summaries, methodology, programme, and added value.
  • Strong organisation and attention to detail, with disciplined document control and submission readiness checks, including managing portal submissions where required.
  • Confident communication skills, including the ability to facilitate working sessions, challenge constructively, and escalate early when delivery is at risk.

Qualifications

  • A university degree in civil engineering, coastal or marine engineering, or a related engineering discipline is preferred; an alternative relevant degree combined with strong consultancy bid experience is also acceptable.

Preferred

  • Infrastructure bid experience, with maritime, ports, or coastal exposure considered a strong advantage.
  • Familiarity with Middle East tendering practices and client requirements, including experience with common e-submission portals.
  • Experience coordinating inputs from partners or subconsultants and integrating content into a single, consistent submission.
  • Arabic language capability is welcome but not essential, and experience managing translation or bilingual requirements would be beneficial.
