Haskoning wins North Java coastal protection project, advancing Indonesia’s climate resilience

Haskoning has won a contract to identify and design hybrid, landscape-scale solutions for Invest International and the Government of Indonesia. This international collaboration will protect the region’s coastline, communities, environment, and assets far into the future.
Coastal protection structures along the North Java coastline to support climate resilience

Along the North Java coast, areas such as Demak and Cirebon is a thriving tourist destination and home to approximately 50 million people.

As an area exposed to the Java Sea, the coastline faces numerous threats from a changing climate. These include land subsidence, frequent tidal flooding, water quality degradation, extreme shoreline retreat, and mangrove degradation.

Through funding from Invest International, under its framework agreement with the Government of Indonesia to support economic growth and sustainable infrastructure development, Haskoning has been appointed by Invest International to provide end‑to‑end engineering, environmental, and social advisory services for vital coastal protection and climate resilience projects in Demak and Cirebon.

Building on existing climate mitigation studies in the area, Haskoning’s work will include a full feasibility study, environmental and social impact assessments delivered in accordance with Indonesia’s Analisis Mengenai Dampak Lingkungan (AMDAL) framework, as well as detailed designs to bring the projects to a tender-ready stage for construction. The projects will also be submitted to the ‘Green Book’ of the Government of Indonesia, making them eligible for financing by Invest International.

Each aspect will align with the Government of Indonesia’s Green Book standards, IFC performance standards, and those dictated by Invest International. Hakoning’s climate resilience and coastal protection expertise will be supported by its partners, Witteveen+Bos, Rebel Group, SGS Nederland, ONE, and UNDIP, to create integrated, end-to-end solutions.

With outputs that cover financial and economic guidance, technical verifications, and architecture and spatial planning, the proposed solutions will directly support the Government of Indonesia and Invest International in making evidence-based decisions within the timeframe of the project, including submission for the Green book latest Q1 of 2027.

To give government stakeholders clarity on preferred coastal protection strategies, Haskoning will also provide a steering committee, Project Coordination Team (PCT), and stakeholder engagement strategy.

Upon completion, the project will produce detailed engineering design and financial plans for integrated solutions that serve national ambitions, regional plans, and local interests. The chosen solutions will safeguard international standards and requirements, while creating a blueprint for future activities in the country.
